MEET MICHELE

PROTECTING OUR MOST VULNERABLE CITIZENS

As Register of Wills for the past four years Michele Vaughn launched a new intergovernmental program  to protect incapacitated seniors and disabled residents from falling victim to the fraudulent transfer of their property. This new program helps gain valuable insights on elder abuse in Chester County, and track and compare county guardianship orders with proposed deeds.

INNOVATING THROUGH TECHNOLOGY

Under Michele’s leadership Chester County Register of Wills launched the county’s first mobile app to improve communication, increase transparency and more effectively provide services to our residents and legal community. By combining the Register of Wills and Orphans Court into one informative and intuitive application residents can now easily schedule appointments, learn the process for each of the services and find out which documents they need when opening an estate, obtaining a marriage license or filing inheritance taxes.

CONNECTING WITH OUR COMMUNITY

Over the last four years, Michele has taken on the responsibility of building awareness among both residents and legal professionals of the services her office provides and potential pitfalls residents can experience. By supporting programs like the Mighty Writers Donation Drive, presenting at numerous continuing legal education seminars and attending community events the Chester County Register of Wills has improved outcomes for local seniors and helped our most vulnerable communities avoid unnecessary hardship.

SETTING A NEW STANDARD FOR GOVERNMENT SERVICES

Michele Vaughn led Chester County Register of Wills to be the first County in Southeastern Pennsylvania to offer extended evening hours for marriage licenses, and expanded service accessibility to disabled and under-served residents by offering virtual services.

ELIMINATING LOSSES & IMPROVING REVENUE

Under Michele’s leadership Chester County Register of Wills expanded their service hours and adjusted outdated fee structures which allowed the department to exceed their revenue projections by $200,000 each year over the last four years for a total revenue increase of $800,000.
